Rules and Protocol for Tool Use

Last night I ended up breaking the blade on the scroll saw, and I'd like to replace it. However, I don't know what I should replace it with. Can we come up with a reference for how to handle "consumables" like blades, solder, and the like? I hate leaving a tool in an unusable state, and if we had replacements on hand it would be a simple swap. I think we also need to consider a basic maintenance regimen for tools and equipment. Probably easier to put things in place now when we are still building up than later when we have more equipment and people to coordinate.
